If you have XP Professional and you encrypted the folder(s) without backing up your encryption key, you're unfortunately SOL. If you just don't have rights to access the folder, turn on "View advanced sharing options" (or something similar to that) in Tools ==> Folder Options, right-click the folder, go to Properties, go to the Security tab, take ownership of the folder if necessary, then reset all the access privileges so your new user account has full control.
